SaaS has fundamentally changed security requirements. We used to just go into work, and everything—corporate applications, sensitive customer data, employee health records, etc.—was within the “safe” four walls of the corporate network behind a firewall.

In the early years of software development, you would often design it, build it, and
only then think about how to secure it.
This was arguably fine in the days of monolithic applications and closed networks,
when good perimeter-based protection and effective identity and access management
would get you a long way towards minimising the risk. In today’s highly connected,
API-driven application environments, however, any given software component or
service can be invoked and potentially abused in so many different ways. Add to this
the increasing pace of change through iterative ‘DevOps-style’ delivery and ever-faster
release cycles, and many understandably assert that security management and
assurance nowadays needs to be an ongoing and embedded part of the development
and delivery process.
Society simply must change the way it serves its most vulnerable members. Service delivery models are outdated and constrained by budgets, organizational structures and legislation. Citizens aren’t getting what they need to become more self-sufficient and recover from hard times or significant events such as disasters. Government isn’t keeping up with the demand generated by the complex times we live in and agencies are stressed to the breaking point by current service expectations. Something different must be done to generate better outcomes. This action requires better engagement between government and citizens which can lead to more self-reliant individuals and lower demands and costs on government.
